I like the idea of templates, as we used them for bugs and user stories until the teams got comfortable, so I kind of forgot about them.

My thinking is closely connected to the last part, where we export the project documentation with all business epics and features, and wanted to include the technical ones as well. Keeping them in a central location, though it makes sense, will make exporting more difficult. But we can propagate any technical decision made within a project through the chapter or guild, as the implementation might vary between teams.
